What is HPSC HCS 2026?
The Haryana Civil Services (HCS) exam is conducted by the Haryana Public Service Commission (HPSC) to recruit officers for the most prestigious Group A and Group B administrative posts in the Haryana state government. Successful candidates serve as Sub-Divisional Magistrates (SDMs), Deputy Superintendents of Police (DSPs), Excise & Taxation Officers, Tehsildars, and Block Development Officers.
HCS is often called the "UPSC of Haryana" — the selection process mirrors the Union Civil Services exam with a three-stage structure: Objective Prelims, Descriptive Mains, and Personality Test. Officers gain immense administrative authority, prestigious social standing, government accommodation, and a structured career path to the highest levels of state governance.
The 2026 cycle covers 102 posts across the Executive Branch and 7 Allied Services. With over 93,000 applicants and only 102 seats, HCS remains one of Haryana's most competitive examinations — and one of the most rewarding careers.

Exam Pattern 2026
Stage 1: Preliminary Examination (Screening)
| Paper | Subject | Questions | Marks | Duration |
|---|---|---|---|---|
| Paper I | General Studies | 100 | 100 | 2 hrs |
| Paper II | CSAT (Civil Services Aptitude Test) | 100 | 100 | 2 hrs |
• Negative Marking: −0.25 marks deducted per wrong answer in both papers.• 10% Rule: Candidates must attempt at least 10% of questions or face disqualification. If skipping a question, darken Circle E — never leave any circle blank (blank circles also attract −0.25).• In 2026, over 4,000 OMR sheets were rejected for rule violations. Read instructions carefully before starting.• Prelims marks are NOT added to the final merit list.
Stage 2: Main Written Examination + Stage 3: Personality Test
| Paper | Subject | Marks | Type |
|---|---|---|---|
| Paper I | English | 100 | Descriptive |
| Paper II | Hindi | 100 | Descriptive |
| Paper III | General Studies – I (History, Culture, Geography) | 100 | Descriptive |
| Paper IV | General Studies – II (Polity, Economy, Governance) | 100 | Descriptive |
| Paper V | General Studies – III (Science & Technology, Environment) | 100 | Descriptive |
| Paper VI | General Studies – IV (Ethics, Integrity & Aptitude) | 100 | Descriptive |
| Personality Test | Interview / Viva Voce | 75 | Verbal |
Total Mains + Interview: 675 marks. Final merit is based entirely on this score. Note: As per the HPSC Amendment Rules notified on 7 January 2026, optional subjects have been completely removed. The pattern now has 4 GS papers (including a new Ethics paper) — similar to UPSC Civil Services.

Study Plan for HPSC HCS 2026
Build your base with NCERT books (Class 9–12). Cover Modern Indian History, Indian Geography, and the Constitution thoroughly. Dedicate 1 hour daily to Haryana-specific GK — this sets HCS apart from UPSC. Start reading a daily newspaper for current affairs.
Cover Indian Economy (NCERT + Mrunal), Environment & Ecology (Shankar IAS), and General Science (NCERT 6–10). Focus on government schemes and policies affecting Haryana specifically. Begin CSAT practice — aim for 80+ marks comfortably (qualifying only).
This is the differentiator. Study Haryana's History, Geography, Economy, Rivers, Districts, and Cultural Heritage intensively. Follow Haryana government press releases. Revise last 12 months of current affairs and monthly capsules. Take 1 full Prelims mock every week.
Attempt 2–3 full HCS Prelims mocks per week. Analyse mistakes — identify weak areas. Score consistently above the expected cut-off (~52–55 for General). Do not start new topics — revise what you know. Read answer keys of previous year HCS papers.
Shift entirely to descriptive writing. Practice daily answer writing — 200-word and 400-word answers. GS-IV (Ethics) is a new addition — practice case studies with Haryana administrative scenarios. English and Hindi writing needs daily practice. Study governance and administrative case studies for both GS-IV and the Personality Test.

Expert Tips to Crack HPSC HCS
Haryana GK is the X-factor in HCS. Generic UPSC preparation is not enough — you must study Haryana's history, rivers, districts, folk culture, economy, and government schemes in depth. Candidates who score well in Haryana-specific questions get a decisive edge.
CSAT is qualifying only (33% = 33/100). Do not over-invest time here. Secure 45–50 to have a comfortable buffer and spend your remaining prep time on General Studies, which decides your Prelims rank.
Prelims score does NOT count in the final merit. Only Mains (600 marks) + Interview (75 marks) determine your rank. Clear Prelims as a gateway, then focus entirely on descriptive answer writing quality for Mains.
The 10% OMR disqualification rule is real. In 2026, over 4,000 candidates were disqualified for OMR irregularities. Darken Circle E if you want to skip a question — never leave any circle blank. Read the instructions before starting.
Start Mains answer writing the day after Prelims result (4 May 2026). You have less than 2 months until Mains (27 June 2026). Practise 4–5 answers daily — 200 words and 400 words. Handwriting matters in Haryana PSC descriptive exams.
GS-IV (Ethics, Integrity & Aptitude) is a new addition to HCS Mains under the January 2026 amendment rules. Do not ignore it — it carries 100 marks and tests ethical decision-making through case studies. Practice 8–10 Haryana-specific administrative dilemma scenarios weekly. This paper rewards structured thinking over rote knowledge.
