Under the 7th CPC, HRA rates step up when DA crosses 25% and 50%. Currently at 60% DA, you receive the highest HRA tier (X=30%). After 8th CPC implementation, DA resets to 0%, so HRA drops back to the base rate (X=24%) — but your new Basic Pay is so much higher that the absolute HRA amount still increases significantly.
