The Odisha Civil Services (OCS) Examination is conducted annually by the Odisha Public Service Commission (OPSC) to recruit officers for prestigious Group A and Group B posts — including the Odisha Administrative Service (OAS), Odisha Police Service (OPS), and allied state services.

1What is OPSC Civil Services (OCS) 2026?
The Odisha Civil Services Examination (also called OAS — Odisha Administrative Service exam) is the state's most prestigious competitive examination, comparable to UPSC IAS at the national level. It selects officers for over 14 state services including administrative, police, finance, revenue, and allied departments.
The 2025 recruitment cycle (Advertisement No. 05 of 2025-26) has announced 465 vacancies — a significant increase from the initial 314, making this one of the largest OCS recruitment drives in recent years. The exam is conducted in three stages: Preliminary (screening), Mains (merit-based), and Personality Test.

Must be a citizen of India.
🎓 Educational Qualification
Bachelor's Degree in any discipline from a recognized university (State, Central, or Deemed under UGC Act).
📋 Age Limit (as on 1 Jan 2025)
Minimum: 21 years
Maximum: 38 years (General / UR)
SC / ST: No upper age limit restriction on attempts; age relaxation applies
SEBC / OBC: 41 years (3-year relaxation)
PwBD: 48 years (10-year relaxation)
Women (UR/SEBC): 38 years (same as general)
Ex-Servicemen: As per state rules

Candidates must be able to read, write, and speak Odia AND must have:
- Passed Middle School exam with Odia as a language/subject; OR
- Passed HSC/equivalent with Odia as medium; OR
- Passed Odia as a language subject in Class 8 in any educational institution

Objective MCQ. Marks are NOT counted in the final merit list — Prelims is a qualifying/screening stage only.

Stage 3 — Personality Test / Interview
The interview evaluates mental alertness, intellectual quality, analytical ability, leadership potential, communication skills, and awareness of current affairs. It is not a test of specialised knowledge from the written exam.

The highest position for OAS officers (Cabinet Secretary level) can draw up to ₹2,50,000/month. Career progression is seniority + performance based.
812-Month Study Plan
Month 1: Foundation: NCERT & Odisha Basics
Cover NCERT History (6–12), Geography, and Polity thoroughly. Simultaneously, begin a dedicated Odisha module — history, geography, culture, and polity of Odisha. Get the official OPSC OCS syllabus PDF and map every topic.
Month 2–3: Core GS & Optional Subject Selection
Choose your optional subject based on your academic background and scoring potential. Begin optional subject preparation with standard reference books. Continue GS with Economy (Ramesh Singh) and Environment & Ecology.
Month 4–5: Deep GS Coverage + Prelims Mock Tests
Complete GS-I, II, III, and IV core topics. Start solving Prelims MCQs daily — aim for 30–40 questions per day. Practice CSAT (Paper II) once a week; ensure you are comfortably above the 33% qualifying threshold.
Month 6: Pre-Exam Revision (Prelims Cycle)
Since the Prelims is in June, spend this month in intensive revision mode. Take full-length mock tests. Focus on Odisha-specific GS topics which frequently appear in the OCS Prelims. Study previous year Prelims papers.
Month 7–9: Mains Prep: Answer Writing & Optional
After Prelims, shift to descriptive answer writing immediately. Practice Essay writing (250 marks paper) weekly. Deep-dive into optional subject papers. Maintain a current affairs register for Ethics case studies.
Month 10–11: Mains Mock Tests & Full Coverage
Enroll in a Mains test series. Write 5–6 full descriptive answers daily. Revise Odia and English language papers (qualifying, min 25%). Ensure optional subject coverage is complete with model answers prepared.
Month 12: Interview Prep (Personality Test)
Prepare your DAF (Detailed Application Form) answers thoroughly. Practice mock interviews. Stay updated on current affairs, especially Odisha-specific news, government schemes, and administrative issues. Be confident and composed.

Master Odisha-specific GS before anything else
The OPSC OCS heavily tests Odisha history, geography, culture, polity, and economy. This is where most aspirants lose marks — and where you can gain a significant edge. Allocate at least 30% of your Prelims GS preparation to Odisha-specific topics.
Choose your optional subject wisely — it decides 500/1750 marks
With 47 optional subjects available, choose based on your graduation subject, scoring potential, and availability of good coaching/material. Public Administration, Geography, and Sociology are traditionally popular choices for OCS.
Start answer writing from Day 1 of Mains prep
The biggest differentiator in State PSC exams is answer writing quality. Do not wait until the end to start writing. Practice one 250-word answer per day from the very beginning of your Mains preparation cycle.
CSAT Paper II: Secure it early, then focus on Paper I
You only need 33% in CSAT to qualify. Spend 2–3 weeks ensuring you're comfortably above this threshold, then invest 100% of your Prelims energy in GS Paper I, which decides shortlisting.
Read Odia newspaper daily for Mains language paper
The Odia language paper (250 marks, qualifying) requires reading and writing proficiency. Read "Sambad" or "Dharitri" daily and practice essay writing in Odia. This paper often trips up aspirants who neglect it.
