1What is HPAS 2026?
HPAS is Himachal Pradesh's version of the UPSC Civil Services Examination — structured similarly with Prelims, Mains, and an Interview. Officers recruited through HPAS are posted across the state in pivotal governance roles: implementing state schemes, managing revenue, maintaining law and order, and supervising district-level development.
The exam is conducted annually by the Himachal Pradesh Public Service Commission (HPPSC), Shimla. The 2025 cycle recruited for 32 vacancies — the final result was declared in December 2025. The HPAS 2026 notification is yet to be released as of May 2026.

4Eligibility Criteria
Nationality
Must be a citizen of India. Certain categories of persons who migrated from Pakistan, Burma, Sri Lanka, Nepal, Bhutan, or East African countries may also be eligible as per government norms.
Age Limit
Minimum 21 years — Maximum 35 years as of 1 January of the exam year.
OBC (HP): +5 years relaxation
SC / ST (HP): +5 years relaxation
PwBD: +5 years relaxation
Ex-Servicemen: As per HP Ex-Servicemen Rules, 2020
Educational Qualification
Bachelor's degree in any discipline from a recognised university. Final-year graduation students awaiting results may also apply, provided they submit proof of passing before the Mains examination.
Attempts
There is no specific attempt limit for HPAS. Candidates can appear in the examination as many times as they wish, as long as they fall within the prescribed age limit.

HPAS 2025: 32 vacancies — HP Administrative Service (2), BDO (9), Tehsildar (9), Asst. Commissioner State Taxes & Excise (10), HP Police Service (2, supplementary). HPAS 2026 vacancies will be announced with the official notification. Historically, HPPSC recruits 25–50 candidates per annual cycle.

💡 Key Note: Minimum qualifying marks in English and Hindi (compulsory papers) is 40% each. Aggregate minimum is 45%. All GS and Optional papers are descriptive (essay-type). Final merit is based on GS (Papers III–VI) + Optional Papers (VII–VIII) + Interview. Total merit marks: 1,050 (GS 600 + Optional 300 + Interview 150).
Stage 3 — Personality Test (Interview)
Candidates who qualify the Mains examination are called for a Personality Test of 150 marks conducted by HPPSC. The Interview assesses mental alertness, communication skills, analytical ability, moral integrity, and overall suitability for public administration. It is not a test of general knowledge alone.

Prelims Paper I — General Studies
HP-Specific Topics (high weightage):
History of Himachal Pradesh (ancient to modern), Geography of HP (districts, rivers, mountains, wildlife sanctuaries), HP Economy and Agriculture, HP Art & Culture (festivals, folk traditions, languages), HP Polity (Vidhan Sabha, Panchayati Raj, state schemes), HP Current Affairs and Awards.
General Topics:
Current events of national and international importance; Indian History and National Movement; Indian and World Geography (physical, social, economic); Indian Polity and Governance — Constitution, political system, panchayati raj, public policy; Economic and Social Development — sustainable development, poverty, inclusion, demographics; General issues on Environment, Ecology, Biodiversity, Climate Change; General Science.
Prelims Paper II — General Aptitude Test (Qualifying)
Comprehension; Interpersonal skills including communication skills; Logical reasoning and analytical ability; Decision-making and problem-solving; General mental ability; Basic numeracy (numbers and relations, orders of magnitude — Class X level); Data interpretation (charts, graphs, tables — Class X level); English Language comprehension skills (Class X level). Minimum qualifying: 33%.

Indian Culture; Modern Indian History (1857–Independence); Post-independence consolidation; World History; Indian Society; Role of women; Globalization; Salient features of Indian Geography; Distribution of key resources; HP History, Art, Culture & Heritage.
GS II — Polity, Economy & Governance (150 marks):
Indian Constitution; Parliament; Federal structure; Judiciary; Separation of powers; Government schemes; Governance; Social justice; International relations; India's foreign policy; HP government policies and schemes.
GS III — Science, Technology & Environment (150 marks):
Indian Economy; Agriculture; Science & Technology development; Security challenges; Disaster management; Environmental ecology; Biodiversity; Climate change; HP's environmental challenges (glacial retreat, landslides, hydro power).
GS IV — Ethics, Integrity & Aptitude (150 marks):
Ethics and human interface; Attitude; Aptitude; Emotional intelligence; Contributions of moral thinkers; Civil service values; Probity in governance; Case studies on ethical dilemmas in administration.

912-Month HPAS 2026 Study Plan
Month 1–2
HP History, Geography & Culture
This is the single most important differentiation for HPAS. Study HP History from ancient times to post-independence integration. Cover all 12 districts geographically, major rivers, hills, wildlife sanctuaries, and national parks. Study HP Culture: festivals (Kullu Dussehra, Mandi Shivratri), folk traditions, handicrafts, dialects, and folk music. Build a dedicated HP notebook — this content directly fetches marks in both Prelims GS Paper I and Mains GS papers.
Month 3–4
NCERT Base + Indian Polity & Governance
Read NCERT classes 6–12 for History, Geography, and Polity — these form the foundational layer. Study M. Laxmikanth's Indian Polity for Constitution, Parliament, judiciary, centre-state relations, and panchayati raj. HP-specific governance knowledge (HP Panchayati Raj Act, HP Vidhan Sabha, state schemes) should be layered on top of this base.
Month 5–6
Economy, Environment & Science
Focus on Ramesh Singh's Indian Economy for budget, agriculture, banking, and economic planning. Environment includes biodiversity, climate change, and HP-specific ecology (Great Himalayan National Park, Pin Valley National Park). Science & Technology section should cover recent developments, ISRO missions, and basic science at Class X level for Prelims.
Month 7–8
Optional Subject Preparation
Dedicate 2 full months to your chosen optional subject. Both optional papers carry 150 marks each — this is a 300-mark investment. Study the complete syllabus with previous year papers. For Public Administration, Political Science, or Geography optionals, there is significant overlap with GS — leverage it. Take at least 5–6 full optional paper tests before Mains.
Month 9–10
Mains Answer Writing + Ethics & Essay
Intensive answer-writing practice is the key differentiator in Mains. Write 3–4 answers daily covering GS topics. For Ethics (GS IV), study case studies and practice writing structured ethical reasoning. For the Essay paper, practise writing 1,200–1,500 word essays on HP governance, social issues, and environment. Time yourself strictly.
Month 11–12
Full Mock Tests + Current Affairs + Revision
Attempt 2–3 full Prelims mocks weekly with negative marking. Revise all HP-specific GK, static facts, and Mains topics. Maintain a monthly current affairs digest covering national events plus HP government decisions, HP budget, HP sports achievements, and awards. Attend a mock interview at least 2–3 weeks before the actual personality test.

Master HP-Specific Content First
Nearly 30–40% of HPAS GS papers test Himachal Pradesh History, Geography, Economy, and Culture. Build this base before general GS — it's your biggest differentiator from other State PSC aspirants.
Treat Prelims as a Filter, Not the Goal
Paper II (Aptitude) is qualifying at 33% — don't over-prepare it. Focus your energy on Paper I (GS) for a high-scoring Prelims rank, since Prelims marks don't count in the final merit.
Choose Optional Wisely
Your optional subject contributes 300 marks (2 papers × 150) to the final Mains score. Pick a subject you genuinely know well or one with a shorter, well-defined syllabus — this decision significantly impacts your rank.
Answer Writing Practice is Non-Negotiable
HPAS Mains is entirely descriptive. Begin answer writing practice 4–5 months before Mains. Focus on structured answers with introduction, body, and conclusion within time limits.
Current Affairs Must Include HP Specifics
Maintain two current affairs notebooks — national/international and HP-specific. HPPSC heavily tests state government announcements, budget highlights, HP tourism policy, and state awards in Mains.
